Council Says New Friendly Recreation Closer to Done

Councilwoman talks more about the progress of the new, scaled-down version of the Friendly House recreation center being constructed in the township's Silver Lake district.

During a meeting of the Belleville Township Council Tuesday a council member confirmed that the construction of the Friendly House recreation center is nearing completion. Councilwoman Marie Strumolo Burke was the driving force behind the use of a $469,000 Community Development Block Grant to rebuild a scaled-down version of the old two-story recreation building on Florence Street in the township's Silver Lake district. Burke said in a separate interview that she is "very happy with the progress" at the site in her fourth ward, but stressed again that the facility if for the entire town to use. Burke Updates Friendly Recreation Building Progress

Belleville's First Ward Councilwoman says new gray brick building has recently had windows installed and landscaping should come next as facility moves will open in 2013.

A question from an audience member at Tuesday night's Belleville Council meeting led to Councilwoman Marie Strumolo Burke updating the progress of rebuilding the Friendly House recreation facility. The facility is being built using a Community Development Block Grant. Councilwoman Marie Strumolo Burke pushed for the council to use $469,000 in CDBG money to rebuild a scaled-down version of the old two-story recreation building. Burke said the new building with two different colors of gray bricks, had the windows put in recently. "The building was put up sideways on the property, for two reasons," Burke said. Council Rewards Second Chance Policeman

Councilwoman Marie Strumolo Burke presents Police Officer Vinnie Carnicella with a proclamation for his years running township's community service program.

The Township Council and town officials Tuesday night rewarded a police officer's years of service in running the township's community service program. Councilwoman Marie Strumolo Burke presented a proclamation to Belleville Police Officer Vinnie Carnicella thanking him for his service the town's Second Chance program, which gives people convicted of non-violent minor crimes a chance to work off their debt through community service. "Vinnie doesn't know what the word 'No' means when it comes to helping this township," Burke said. "He has helped so many residents in many ways for a lot of years." Belleville Seeking Bids to Develop School Property

Township Council approves accepting proposals to possibly build condominiums or apartments on property at Rutgers Street that is being used for school storage.

The Belleville Township Council has agreed to accept requests for proposals to develop a square block of property used for school storage at Cortland and Rutgers Streets. The council agreed to accept proposals until Sept. 27 to redevelop the property. There was a discussion whether the School No. 1 property could be used for new condominiums or apartments. Councilman Michael Nicosia told concerned residents in May that the plan only allows residential housing as one possibility, and that it allows the council to negotiate for storage area and recreational space, among many possibilities, in any new development at the site. Belleville Council Starts Budget Process

The spending plan is called "very preliminary" by township officials, with more spending cuts coming to reduce the tax burden for Belleville property owners.

The Belleville Township Council recently began working on its municipal budget. Township officials say it's time to decide what to cut and what to keep, and how to relieve overburdened taxpayers. The seven township council members all voted to introduce the 2012 town budget at the May 22 public meeting. Officials said $1.2 million is already trimmed from the preliminary $56.4 million budget, and some council members have said more will be cut. They say they want to keep essential services, including police and fire personnel and equipment, but also don't want to overburden taxpayers with a large increase in municipal taxes. Cozzarelli, Notari, Rovell File Petitions for May's Election

Incumbents can still collect more signatures; Strumolo Burke expected to file soon

According to the township clerk's office, three of the four incumbents in May's Municipal Council election have already filed petitions weeks before the March 5 deadline. Thus far, the trio of Deputy Mayor and Second Ward Councilman Steve Rovell, Third Ward Councilman Vincent Cozzarelli, and Fourth Ward Councilman John Notari have filed, although they can still accumulate additional signatures over the next two-plus weeks. Candidates typically gather as many signatures as possible since constituents cannot sign more than one petition. First Ward Councilwoman Marie Strumolo Burke is expected to file soon. Two More Pull Council Petitions

Carnevale, Hinton take steps toward Second Ward candidacy, increasing incumbent Rovell's challengers to three.

Two more candidates recently pulled petitions to run against Second Ward Councilman Steve Rovell in this May's election, meaning the incumbent and deputy mayor will potentially face three challengers. Both Gary Hinton, the Pastoral Council President at St. Peter's Roman Catholic Church and a vocal citizen at Municipal Council meetings, and Sal Carnevale have taken the first step toward candidacy by pulling the petitions. All four wards are up for re-election on May 8, with only Fourth Ward Councilman and two-term incumbent John Notari running unopposed at present time.
