Belleville Library Welcomes Bronze Lions

Three-hundred pound figures to grace the entrance to main branch

Library officials, students and residents welcomed two bronze lions to the Belleville Public Library on Nov. 29. After being postpooned by both Hurricane Sandy and a nor'easter earlier, the library helped commemorate its 100th anniversary with two bronze lions parading up Washington Avenue to take their place in front of the library, according to Joan Taub, library director. They are there for children to play on, and people to take photos with, Taub said. The two lions cost almost $10,000, and were paid for by fundraisers from the Friend of the Belleville Library, she said. The lions rode in on a flatbed truck from Belleville Middle School to the library, and were greeted by elementary school children and members of the Friends of the …

Belleville Council, Resident Debate Historic Church Designation

Former Commissioner takes officials to task for abandoning efforts to have the Belleville Dutch Reformed Church designated as historic landmark as steeple needs repair.

A former commissioner clashed with Belleville Township Council members Tuesday night over failed efforts to have the more than 300-year-old Dutch Reformed Church designated as an historic landmark. A successful designation would help bring funds to pay for needed repairs to the church's damaged steeple and the entire structure. The steeple at the church was braced to keep it from collapsing after Super Storm Sandy caused damage more than two weeks ago. Vincent Frantantoni, a former commissioner and frequent critic of the council, told officials, "We only needed about six months to a year to get the historic designation, and all we needed was the local designation, but it was never done." Councilman Vincent Cozzarelli said the township's …

Belleville Approves Salary Ordinance And Two New Positions

Belleville Council passes new pay ranges for more than 100 jobs, adds two positions, while a former mayor questions how money is spent in a heated exchange with the current mayor.

Two new Belleville town professional employee positions were added as former mayor and frequent critic argued with Belleville’s current mayor over revised salaries and jobs at a recent meeting. In what became a heated exchange, Vincent Frantantoni demanded that officials explain why a new ordinance that contains salary ranges and two added positions was passed at a special Aug. 6 council meeting. Frantanoni, who frequently questions how money is spent by the council, asked about the creation of new chief financial officer and assistant tax assessor positions and had other questions about the new salary ranges for employees. Mayor Raymond Kimble said that each of the more than 100 salaries in the ordinance "have at least six steps" where …

Mayor Kimble Lays Out Town Manager Replacement Plans

Canning leaving for similar post in Montville on March 15

Having received town manager Victor Canning's resignation yesterday, Belleville has begun planning for how to forge ahead, Mayor Ray Kimble told Patch on Thursday afternoon. “I want to do it as soon as possible,” Kimble said. “It's a bad time for us because our budget's due. We're in negotiations with trying to do something with School No. 1 and other pieces of property in town.” Although they have yet to convene, Kimble said he planned to form a committee shortly with Fourth Ward Councilman John Notari and Councilman-at-Large Michael Nicosia to comb over candidates before discussing them with the Municipal Council. “We'll pick somebody and go before the whole Council to get their recommendations and get their input on it,” Kimble said. “…

Cozzarelli, Notari, Rovell File Petitions for May's Election

Incumbents can still collect more signatures; Strumolo Burke expected to file soon

According to the township clerk's office, three of the four incumbents in May's Municipal Council election have already filed petitions weeks before the March 5 deadline. Thus far, the trio of Deputy Mayor and Second Ward Councilman Steve Rovell, Third Ward Councilman Vincent Cozzarelli, and Fourth Ward Councilman John Notari have filed, although they can still accumulate additional signatures over the next two-plus weeks. Candidates typically gather as many signatures as possible since constituents cannot sign more than one petition. First Ward Councilwoman Marie Strumolo Burke is expected to file soon. Thus far, 10 candidates have pulled petitions, which is the first step toward establishing candidacy in the May 8 election, which …

Quick Council Meeting Still Features Heated Moments

Resident Again Questions Leftover $600K From Bond Ordinance; Castellano Receives Proclamation

Unlike previous recent Belleville Municipal Council meetings, Tuesday night's edition saw civility prevail amongst council members in their final get-together of 2011. However, residents helped provide some heated moments during the public comments portion of the nearly one-hour meeting. Just when calm appeared to prevail on this evening, Victor Frantantoni reopened a dispute from the Nov. 21 session regarding a $2.335 bond ordinance the Council passed – $1.7 of which was earmarked toward paying a successful property tax appeal by Roche Molecular Systems. And just as he did during the last Council meeting, Frantantoni again questioned what would become of the surplus of nearly $600,000. Over nearly eight minutes – residents are allotted …
