Belleville Council, Resident Debate Historic Church Designation

Former Commissioner takes officials to task for abandoning efforts to have the Belleville Dutch Reformed Church designated as historic landmark as steeple needs repair.

A former commissioner clashed with Belleville Township Council members Tuesday night over failed efforts to have the more than 300-year-old Dutch Reformed Church designated as an historic landmark. A successful designation would help bring funds to pay for needed repairs to the church's damaged steeple and the entire structure. The steeple at the church was braced to keep it from collapsing after Super Storm Sandy caused damage more than two weeks ago. Vincent Frantantoni, a former commissioner and frequent critic of the council, told officials, "We only needed about six months to a year to get the historic designation, and all we needed was the local designation, but it was never done." Belleville Looks to Clean Up Washington Avenue

Council talks about increasing garbage collections, street sweeping

The Belleville Township Council is trying to make the downtown business area of Washington Avenue cleaner in a bid to attract more shoppers. Residents have complained at public council meetings for years that trash cans are overturned, the street is not swept regularly and that neglect hurts business. At September meetings, officials said that increased garbage collections and street sweeping are two easy ways to improve the look of the avenue, and both changes are now being worked out. Deputy Mayor Vincent Cozzarelli proposed increasing garbage pick-ups. "We need to change the way we pick up garbage on Washington Avenue," Cozzarelli said. "There are too many overturned trash cans." Incumbents Strumolo-Burke, Rovell, Cozzarelli and Notari gain re-election to Ward Council slots

Four incumbent Council members retained their Ward Council seats while five challengers lost their bids Tuesday night. Marie Strumolo-Burke, Steve Rovell, Vincent Cozzarelli, all fought off challengers, while John Notari won unopposed. Strumolo Burke won a third, four-year term in the Ward that includes the township’s Silver Lake District. She beat Joseph Coviello by a more than four to one margin. According to the township clerk's office, three of the four incumbents in May's Municipal Council election have already filed petitions weeks before the March 5 deadline. Thus far, the trio of Deputy Mayor and Second Ward Councilman Steve Rovell, Third Ward Councilman Vincent Cozzarelli, and Fourth Ward Councilman John Notari have filed, although they can still accumulate additional signatures over the next two-plus weeks. Candidates typically gather as many signatures as possible since constituents cannot sign more than one petition. First Ward Councilwoman Marie Strumolo Burke is expected to file soon. Former Commissioner Vinnie Frantantoni said he let Vincent Cozzarelli run unopposed for the Third Ward Council seat vacated when Paul “PJ” MacDonald passed away last January because he wanted to see how the newcomer would handle himself. Little more than a year later, Frantantoni sees things differently, which he said prompted him to pull a petition Thursday, he told Patch at that night's zoning board meeting. Carnevale, Hinton take steps toward Second Ward candidacy, increasing incumbent Rovell's challengers to three.

Two more candidates recently pulled petitions to run against Second Ward Councilman Steve Rovell in this May's election, meaning the incumbent and deputy mayor will potentially face three challengers. Both Gary Hinton, the Pastoral Council President at St. Peter's Roman Catholic Church and a vocal citizen at Municipal Council meetings, and Sal Carnevale have taken the first step toward candidacy by pulling the petitions.
